Essential Functions: JOB PURPOSEThe Director of Energy & Utility Operations reports to the Senior Director of Operations & Maintenance, Facilities Planning & Management and provides engineering design guidance for mechanical, electrical and automation in support of operations, future needs and complex design issues. Develops and implements short and long-range utility management goals and objectives. Forecast utility needs and costs. Advise on the establishment of adequate utility budgets.ESSENTIAL FUNCTIONSApply engineering principles, expertise and practices to complex, extensive and diversified mechanical, electrical, and automation engineering related projects. Participate in review meetings with architects, engineers, project managers, and other construction professionals to resolve design problems.Review mechanical and electrical project design submissions and analyze consultant submissions to determine compliance with University design and constructions standards and other requirements. Partner with the Director, Operations Engineering to understand asset conditions and provide clear automation logic control for new construction and improvement projects.Provide mechanical and electrical engineering assistance, guidance and expertise in troubleshooting and problem solving for Facilities Operations and Design and Construction Services. Serve as an advocate for Facilities Operations during design review stage of capital projects. Ensure adherence to established standards and objectives.Provide engineering guidance to Construction Project Managers. Review project scope for consistency and compliance with University design and constructions standards and good engineering practices. Update the mechanical and electrical design and constructions standards. Develop engineering requirements to program new buildings and major building renovations. Serve as project leader in area of expertise for major, ongoing and technically complex projects with large budgets.Develop utility budgets for 100+ buildings encompassing over 12.5 million square feet. Normalize utility consumption for variation in weather. Project future utility commodity costs based on market trends and economic indicators. Prepare regular reports to senior management for decision making. Purchase commodity futures at strategic times to minimize price, risk and volatility.Liaison to utility providers, regulators, officials, internal and external stakeholders. Coordinate with utility providers to resolve any problems. Coordinate utility efforts to ensure timely execution of capital projects.Develop and manage an energy management plan. Identify energy conservation opportunities and develop energy conservation measures to reduce energy costs and support sustainability and energy conservation objectives.Develop, implement and nurture an automated building controls strategy; including ongoing procurement and maintenance with appropriate competitive sourcing.Guide the strategic direction of the building management systems (BMS). Review the operation of the Monitoring Center to support the daily operations of all university buildings. Supervise and guide staff in the Monitoring Center.Perform other related duties as assigned.
Qualifications: MINIMUM QUALIFICATIONSEducation: Bachelor's degree from an accredited college or university in mechanical or electrical engineering or equivalent combination of education and experience. Professional Engineer (PE) licensure highly desired. Certified Energy Manager (CEM) as certified by the Association of Energy Engineers (AEE) preferred. Membership in the American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE) preferred.Experience: Must possess 7+years of recent experience in the energy management field. Experience in establishing utility budgets for large institutions preferred. Direct facilities operations experience with considerable knowledge in mechanical and electrical operations and design relating to higher education, healthcare and research facilities preferred. Experience with generator and uninterruptible power supply systems, automatic transfer switch and switch gear layouts preferred. Direct hands on experience in mechanical or electrical trades with a journeyman or mechanic status (refrigeration mechanic; sheet metal worker; electrician; HVAC mechanic; pipe fitter; plumber) preferred.Knowledge, Skills and AbilitiesLEADERSHIP SKILLS Demonstrated ability to lead and motivate goal oriented outcomes. Ability to foster teamwork among staff and project team members. Ability to define work requirements and standards, direct workforce and contractors, develop support resources including material, logistics, technology and training.TEAM BUILDING SKILLS: Foster collaborations across a wide span of control including motivating individuals and groups to collectively meet common objectives.TECHNOLOGY SKILLS - Proficient in the use of Microsoft Office Suite, including Word, Excel, PowerPoint and Microsoft Project for scheduling. Knowledge of energy tracking software such as Energy Cap. Proficient with energy modeling software by Trane or Carrier. Siemens or manufacturer automation GUI knowledge preferred.PROBLEM SOLVING SKILLS Strong analytical and problem solving skills especially with respect to proper operation and maintenance of building systems.FINANCIAL SKILLS Considerable financial management experience in the development, monitoring and controlling of annual utility budgets. Must understand advanced finance, accounting and cost analysis. Ability to develop justifications for funding of requests. Demonstrate ability to develop life cycles cost analysis as it related to energy conservation measures and mechanical and electrical system selection. INTERPERSONAL SKILLS: Refined interpersonal skills are mandatory. Must relate to people in an open, friendly and acceptable manner; establish and maintain effective relationships with customers and outside contacts such as architectural and engineering firms, and utility companies. Must be aggressive in protecting the University's interests.
