Berkeley Regional Services (BRS) is comprised of six (6) Regions which provide services to specific 'groupings/clusters' of schools, colleges, and organized research units (5 academic, 1 all other). This regional approach to providing administrative services is intended to improve service quality by re-establishing personal connections and to develop more local expertise.
Chemistry and Mathematical and Physical Sciences (ChaMPS) is a service region within Berkeley Regional Services, within the division of Vice Chancellor for Administration, providing reliable, high-quality integrative administrative support to faculty, academics, staff, student employees, and retirees in support of the UC Berkeley mission of teaching, research, and public service.
ChaMPS provides services in the areas of Business and Financial Services, Human Resources/ Academic Personnel Support and Research Administration (pre-award and post-award administration) for the College of Chemistry, the Division of Mathematical and Physical Sciences in the College of Letters & Science, Space Science Laboratory, and several other ORUs.
The Pre-award Research Administrator works with Department Faculty to develop adherent proposals for submission to funding sponsors. The Research Administrator reads sponsor solicitation and policies, and guides the proposing faculty through proposal development and submission.
Serves as a knowledge base, ready and able to advise faculty on all aspects of proposal development and submission, including cost-sharing issues, costing policies, developing supporting documents such as data management plans, facilities docs, mentoring plans, and more.
Develops detailed budgets and justifications that accurately represent the financial needs of the proposed research. Convert budget to sponsor format, which may include different forms (e.g. RR budget form), sponsor spreadsheets, or sponsor breakdowns (grant fiscal year, university fiscal year, phase, task, etc).
Works with sub- and super-recipient institutions to coordinate subcontract proposals and collaborative submissions.
Provides document management support, including maintaining libraries of frequently used documents, creating documents from raw text provided by faculty, converting documents from and to a variety of formats, and combining or separating these as needed to provide in sponsor-specific portals.
Assists with budgeting a wide range of personnel with different appointment types. Some complexities include budgeting summer salary for academic appointment faculty, graduate student researcher planning, participant support, undergraduate temp planning, staff and consultant roles, and more.
Will have primary responsibility for managing proposals in sponsor systems, including FastLane/research.gov, grants.gov/Workspace, NSPIRES, STGMS, Assist, among others.
Takes additional responsibility to assist with training of less experienced Research Administrators. Will be expected to take lead on large and complex proposals regardless of department, such as centers, hubs, proposals with multiple sub-recipients, foreign sub-recipients, or those that request more than $10,000,000 funding. Will provide backup throughout the region in busy periods. Will be available to provide advice, direction, and assistance to other Research Administrators when they encounter less common sponsors or unfamiliar situations.

Requires extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Full facility with Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies.
Extensive knowledge in research pre-award administration, proposal preparation/submission processes; institutions of higher education fiscal policies/procedures and with the internal financial systems.
Experience in managing financial accounts and funds, including cost projections and budgeting, ability to perform mid-level financial analysis and basic customized reporting; ability to manage high volume and complex transactions.
Experienced with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements.
Requires independent judgment and strong organization and communication skills and customer service focus.
Ability to communicate clearly verbally and in writing to multiple constituencies.
Advanced skills using Microsoft Office and common desktop/web applications.

Advanced knowledge of OMB circulars such as A-21, A110, A-133, Federal Acquisition Regulations, and principles of cost accounting standards, including allowability, allocability, and reasonableness.
Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $85,000.00 - $90,000.00.
