Essential Functions: JOB PURPOSEThe Benefit Administrator and Compliance Specialist provides program management support for implementing the organization's employee health and welfare benefit programs. This includes ensuring programs meet employee needs, counseling employees on benefits related issues, evaluating existing benefits programs against peer organizations to determine competitiveness, and supporting Affordable Care Act (ACA) and other compliance regulations.ESSENTIAL FUNCTIONSManage all aspects of health and welfare benefit plans including medical, prescription drug, dental, vision, flexible spending, COBRA, and Employee Assistance Program. Serve as Lead Benefits Data Integrity auditor for ACA and Benefits OperationsConduct analyses and interpret benefit program rules and policies to ensure programs are competitive, administered effectively, in accordance with the plan documents, are consistent with the organization's benefits strategy, and are in compliance with federal and state regulatory matters. Make recommendations for improved processes, cost savings, and program enhancements.Monitor and analyze benefit and benefit/payroll transactions, activities, and reports, ensuring accuracy, data integrity, and regulatory compliance. Resolve any outstanding issues. Perform transactional audits and year-end assignments and duties related to the administration of the Flexible Spending Program.Partner with departmental and systems support colleagues in the audit, design, implementation, testing and maintenance of benefit related reports, systems, processes, and practices. Participate in the transfer of data to external contacts for services, premiums and plan administration.Serve as primary contact and subject matter expert for plan vendors, brokers and third-party administrators. Anticipate and/or resolve problems. Perform other duties as assigned
Qualifications: MINIMUM QUALIFICATIONSEducation Bachelor's degreeBachelor's degree in accounting, business, finance, Human Resources, or systems related field or equivalent combination of education and experience.Certified Employee Benefits Specialist (CEBS) or Certified Benefits Professional (CBP) certification preferred.EXPERIENCEFive to seven years' of benefits administration or related experience. Experience with healthcare plan administration, HRIS and benefits administration, transactional/system auditing, vendor management, electronic/data transmissions coordination, benefit payroll deductions, and charter of accounts/accounting transactions. Two to three years' experience working in a large complex organization with a unionized workforce. Preferred: Experience as either a supervisor or manager responsible for a team with daily operational time sensitive tasks. Has coordinated and tracked a large number of complex benefits issues with a large organization.KNOWLEDGE, SKILLS AND ABILITIES?Thorough knowledge of benefit administration, compliance, and technology practices. ?Knowledge of group insurance (medical, dental, life insurance, disability, retiree medical and voluntary benefit plans.?Must have the ability to work under pressure and meet daily high volume customer service needs.?Ability to work independently without supervisory assistance.
